This question appears in the works of an author whose life overlapped with Kipling's but was active a few decades later. Like Kipling, he's not especially known for science fiction, but he did write about life on other planets.

Another annoying Assassin tactic I've just encountered - loiter near the station, issue a docking request and renew it repeatedly while making no effort to dock. You can't get in and may eventually leave the aegis intending to sun-skim, and then they come after you.
